Forging Synergy: Wuhan East Lake High-Tech Zone and Greater Bay Area AI Enterprises Explore Collaboration for Shared Growth


      On August 28, 2025, the "Intelligence Converges in the Bay Area, Momentum for a New Journey" – Wuhan East Lake High-Tech Development Zone and Greater Bay Area Artificial Intelligence Enterprise High-End Investment Exchange Meeting was successfully convened at the Guangdong-Hong Kong-Macao Greater Bay Area Innovation and Entrepreneurship Incubation Base in Guangzhou. Hosted by the Wuhan East Lake High-Tech Development Zone, organized by the Forbes China AI 50 Selection Committee, and co-organized by the International Artificial Intelligence Industry Alliance (AIIA), the event served as a pivotal platform to foster dialogue, facilitate resource pairing, and promote mutually beneficial collaboration within the AI sector between these two dynamic regions.



      Mr. Shen Yangdong, Member of the Party Working Committee and Deputy Director of the ELHT Administrative Committee, opened the proceedings by outlining the zone's significant advantages. A leading national high-tech zone ranked 6th nationally, ELHT achieved a GDP exceeding RMB 320 billion in 2024. He emphasized four core strengths: exceptional innovation resources, including 1 national laboratory and 12 national key labs; a robust industrial cluster in optoelectronics, IC, display, terminals, and networking, with its optoelectronics sector surpassing RMB 600 billion in 2024; a vibrant talent pool fueled by 45 universities and a young demographic; and a superior living environment with competitive operational costs. He extended a warm invitation for Bay Area enterprises to engage deeply with ELHT.

      Ms. Mao Wenji, Chairman of the ForbesChina AI 50 Selection Committee, highlighted ForbesChina's role in leveraging its international platform to support Chinese AIfirms' global expansion. She announced the imminent launch of the 2026 AI 50selection process in September.


      Mr. Cai Zhongtao, Secretary-General of AIIA, detailed the alliance's global networkencompassing nearly 1,000 AI academicians and over 40,000 R&Dprofessionals. He explained how the IAIIA facilitates enterprise growth,technological transformation, internationalization, and precise investmentmatching for governments through its specialized committees and extensivepartnerships.


        A detailed policy overview was provided by Mr.Hu Kaiwei, Deputy Director of the ELHT AI+ Office. He noted ELHT'ssubstantial AI industry scale of RMB 45 billion in 2024 (60% of Wuhan's total)and computing power exceeding 4000P, supported by comprehensive policies and adedicated RMB 10 billion industry mother fund. Ms. Chen Sanyuan, DeputyDirector of the ELHT Modern Service Industry Park, further elaborated onthe park's integrated service ecosystem designed to optimize the businessenvironment.


      The exchange session featured presentationsfrom prominent Greater Bay Area AI firms—including PCITechnology, DAS-COM Technology, Linpow Smart Technology Development, PlanckIntelligent Technology, Connda IoT Technology, Robot Intelligent Technology, SmarterIntelligent Technology, and Topway Tianhai International Logistics. Theyshowcased innovations across smart cities, data element utilization, robotics,intelligent logistics, and cross-border supply chains, expressing stronginterest in collaborating with ELHT on R&D, application deployment, marketaccess, and investment.



      This meeting effectively demonstrated Wuhan East Lake High-Tech Development Zone'sindustrial capabilities and policy support while providing a valuable platformfor Bay Area enterprises. AIIA's role as co-organizer was instrumental inenabling productive connections. The continued collaboration between theseregions is poised to enhance synergies across AI industry chains, capital, andtalent, injecting fresh vitality into China's high-quality AI development.
